The I-5 Rose Quarter Improvement Project will begin construction this summer with project partners recognizing the importance of constructing the entire project in a signed Letter of Agreement. Project Director, Megan Channell, receives WTS Woman of the Year award.

The I-5 Rose Quarter Improvement Project will begin construction this summer with stormwater improvements and bridge preservation work. The travelling public will see limited impacts from construction this summer but will see lane closures in 2026. Partners Commit to Supporting the Completion of the Full Rose Quarter Project
In a recently signed letter of agreement, Rose Quarter Project partners, including the City of Portland, Metro, Albina Vision Trust, and the Portland Trail Blazers (Rip City Management) affirmed their commitment to complete the I-5 Rose Quarter Improvement Project in its entirety. The agreement recognizes the project’s dual role of addressing critical statewide transportation needs and helping to fulfill the community vision to reconnect and realize a prosperous Albina neighborhood. The letter also highlights that the project can serve as a national model for how transportation infrastructure and community building can be done together to achieve inclusive economic growth and positive, generational outcomes for the state and region.
“Thanks to these amazing partnerships and perseverance, we are taking the first steps to deliver the complete project, re-connect a community and improve travel for those on I-5,” said Megan Channell, Project Director.

Project Director Megan Channell Honored as Women’s Transportation Seminar (WTS) Portland Chapter Woman of the Year
It is fitting as we head into March, Women’s History Month, that we share the news of Rose Quarter Project Director Megan Channell receiving the Woman of the Year award from the WTS Portland Chapter. WTS is an international organization dedicated to shaping the future of transportation for the public good through the global advancement of women. The award honors outstanding role models and contributors to the advancement of women and minorities in transportation.
Megan has been an active member of WTS since 2007, having participated in both the Portland and San Francisco chapters. She is currently serving as Past President on the WTS Portland Chapter Board, which is part of the Board’s Executive Committee. She says of her award:

“I believe that the mentorship I’ve had and connections I’ve made through WTS have been instrumental in shaping my career and helping me to grow as a leader in the industry. I enjoy being able to serve as a mentor through the Portland Chapter’s mentorship program to help support the continued advancement of women in transportation. I am incredibly grateful for my dedicated team, whose expertise and collaboration help move this important project forward.”
