Meet the Crews Revitalizing Rose Quarter Infrastructure

Small, local construction businesses are bringing the I-5 Rose Quarter Project to life.

Since last summer, Portland’s construction crews have been active in the Rose Quarter. Recently, these crews have been working on stormwater infrastructure, earthquake safety upgrades, and preparing to replace I-5 barriers during overnight work. You’ll be seeing them more in the coming months as construction progresses on I-5. 

This month we’re highlighting Dominic Waters’ firm, Crossover Construction. This small business is working on earthquake safety upgrades in the project area.

They’ll be retrofitting the highway using “shear lugs” where I-5 crosses Lloyd Boulevard and over the Union Pacific Railroad. Shear lugs are blocks of reinforced concrete that are designed to resist horizontal forces and help reduce the damaging side-to-side movement that can occur during an earthquake. Waters has deep roots in Portland and understands how important this work is to the safety of Portlanders: “To make sure everybody driving across that bridge is safe... that is important work, and I’m proud to be a part of that work.”

Upcoming Local Street Closures

Local street closures will resume this month as construction progresses on I-5. 

A three-month closure of NE Lloyd Boulevard is expected to begin later this month to allow crews to continue earthquake safety improvements, I-5 repairs, and work that will allow for a future extension of the I-5 southbound merging lane. Vehicles will be required to detour during the Lloyd closure. The wide sidewalk on the south side of the street will be open for walkers, bikers and rollers.

In the coming weeks, expect intermittent overnight lane closures on I-5 southbound as crews perform needed repairs in the highway median. Closures will take place as weather permits. Additional closures on N Interstate Avenue and NE Oregon St are also planned. Construction Plans for 2027 Confirmed

On Thursday, March 12, the project team presented a project update to the Oregon Transportation Commission (OTC) regarding the current construction progress and next steps for the next phase of project construction, which were developed in collaboration with project partners.

Work in 2027 will include:

  • Widening I-5 over the Rose Quarter Transit Center and reconstructing impacted infrastructure below I-5
  • Resurfacing I-5 northbound and continuing earthquake safety upgrades
  • Improving shoulder width on I-5
  • Installing new project signage
  • Exploring early right-of-way acquisition in the highway cover area

Joint meeting of Rose Quarter advisors scheduled for March 18

The public is invited to attend an upcoming meeting for the I-5 Rose Quarter Improvement Project: 
 
On Wednesday, March 18, the Historic Albina Advisory Board (HAAB) and Community Oversight Advisory Committee (COAC) will meet from 5:00–6:30 p.m. The meeting will be online and available via YouTube livestream.  
 
Anyone can observe the meeting and share comments via email, phone or virtually. Please visit the project’s events and meetings page for more information on how to view the meeting and share a comment.
