Construction Progresses on Stormwater Facilities
to Improve Willamette River Water Quality

Crews complete excavation for new stormwater treatment facility

The I-5 Rose Quarter Project is doing its part to keep our rivers clean. 

Crews are building two new stormwater facilities near the junction of I-5 and I-405 to improve Willamette River water quality by gathering and treating storm runoff from I-5, I-405, and surrounding areas. 

A new stormwater treatment facility is under construction near N Mississippi Ave. This facility will capture runoff in one location where it can be filtered through layers of plants and mulch, preventing pollutants from entering our waterways and rivers. Crews have completed excavation and are working on laying underground piping this month.

Crews will also begin work on a new underground stormwater vault in the coming weeks, located underneath the I-405 and I-5 highway ramps. The vault will capture stormwater runoff and release it slowly, allowing time for sediment, which is known to increase temperatures when suspended in water, to settle before the water is discharged. 

Work continues on I-5 safety upgrades;
expect intermittent overnight lane closures

Over the past two months, crews have been working along I-5 to complete maintenance and upgrades between the Moda Center and Burnside Bridge. 

In February and March, expect intermittent overnight lane closures on I-5 northbound and southbound as crews work to install new, taller barriers that meet current traffic safety standards along the outside of the highway and in the median. Closures will take place as weather permits.

I-5 Rose Quarter Project selected for inaugural technical assistance award

The Rose Quarter Project learned in early January that it was selected to be in the initial cohort of projects supported by AmericaFWD’s Project Delivery Accelerator Lab (Lab), a national program focused on helping complex infrastructure projects move faster and more effectively from planning to construction. 

The Lab’s technical assistance and rapid response support will strengthen the project’s capacity to address delivery challenges, collaborate with partners, and advance the Rose Quarter Project to improve safety, mobility, and economic opportunity throughout the region.

Joint meeting of Rose Quarter advisors scheduled for Feb. 11

The public is invited to attend an upcoming meeting for the I-5 Rose Quarter Improvement Project:

On Wednesday, February 11, the Historic Albina Advisory Board (HAAB) and Community Oversight Advisory Committee (COAC) will meet from 5:00–7:00 p.m. The meeting will be in-person at Albina Library, located at 205 NE Russell St, Portland, OR 97212. The meeting will also be available via YouTube livestream.

Anyone can observe the meeting and share comments via email, phone or in person. Please visit the project’s events and meetings page for more information on how to view the meeting and share a comment.
