Future of Albina

The I-5 Rose Quarter Improvement Project being delivered by ODOT is one project that is part of a larger effort to invest in Portland’s historic Albina neighborhood and Black communities.

Several other ongoing and planned projects being delivered by other agencies and organizations will transform the historic core of Lower Albina into an innovative, inclusive, vibrant, affordable, mixed-use neighborhood:

The Lower Albina Streetscapes Project runs along Broadway and Weidler from the Broadway Bridge east to 2nd Ave. Rose Quarter Operating and Lease Agreements encompass the Moda Center and surrounding event and parking areas. the Matthew Prophet Education Center Housing Redevelopment is between the river and I-5, North of Broadway. the Albina Waterfront study runs along the east Willamette river waterfront from the Steel Bridge to north of the Broadway Bridge. Callouts on the map indicate the location of the Albina One Development, just north of Broadway near I-5; the Williams and Russell Project and Adair-Grice Center of Excellence (PPS) north of the project area, and the Lloyd Center Redevelopment east of the project area.

 

The City of Portland's and Albina Vision Trust’s Reconnecting Albina Planning Project complements the I-5 Rose Quarter Improvement Project by creating long-term urban development strategies for Lower Albina, including the highway cover, centered on restorative redevelopment.
